HSE Recruitment Freeze: Update for Nurses

A recent announcement by the Health Service Executive (HSE) has stated the current recruitment freeze was to be extended to all categories of staff. Initially enforced for managerial and administrative roles, this freeze has now been updated to include all areas, with only a few exceptions for consultant doctors in training, graduate nurses, and midwives.

The Impact of the Recruitment Freeze

The decision to extend the freeze comes as the HSE on course to exceed its funded workforce target. With over 200 staff members employed beyond the planned and budgeted count, the freeze was deemed necessary last month by the Department of Health, to ensure that no further contracts are entered into in 2023.

“There are to be no further offers made or obligations entered into, in respect of any posts excluding consultant appointments and graduate nurses and midwives and doctors in formal approved training programmes. [...] This move is necessary only because we know now that by year end we will have reached our 2023 ambitions for recruitment.“ – Bernard Gloster, HSE Chief Executive

Challenges and Concerns

In a statement, INMO (Irish Nurses and Midwives Association) executives said the announcement of the recruitment freeze extension came “without documentation and without consultation with the union”. Additionally, requests calling for meetings with the HSE were declined. The absence of communication and consultation with the union has raised issues of transparency and collaboration in this critical decision-making process.

“This recruitment freeze represents a serious error on the part of the employer, and the impact on the provision of care is going to be disastrous.”  –  Phil Ní Sheaghdha, INMO General Secretary

Impact on Nurses and Healthcare Workers in Ireland

For nurses in the midst of job applications and interviews within the HSE, the freeze poses a temporary hurdle. However, it's reassuring to note that those affected will have their offers prioritised in the coming new year, and opportunities in the private sector are actively available, providing alternatives for those considering a shift.

If you have been considering a move from the public sector to the private sector now is the time to make that leap. Clarity Recruitment are still actively advertising and hiring for many positions countrywide. Opportunities in clinics, nursing homes, and specialised healthcare facilities offer diverse career paths and benefits.
